Client Apps: Automatically Reduce Quality (bitrate) in Case of Buffering

It would be nice if Emby clients did what Plex does and track buffer events. If a client is experiencing buffer simply lower the target quality and retry. I was using PlexPy to track and monitor clients that were buffering on my server and could tell which ones were struggling.
