smallest embedded hardware that will transcode 1080p in emby?

I'm struggling to find a very small embedded device that can transcode with Emby.  Probably MPEG2>1080P h.264 from an HD HomeRun would be the target.

I was really really hoping the nvidia jetson nano would do it, but apparently no cuda support or ffmpeg support for hardware encoding :/

I see that nvidia shield is supported for server, but how many streams can it handle?  Will it transcode MPEG2 Live TV from HD HomeRun?

I found a plex post that says 2-3 streams but without much detail and if that includes dec/enc and which sources etc.

Anyone tested this specific use case?

Can you hardware transcode on the Pi4?    I thought that it wasn't possible right now...

How many transcodes can it handle?  2?

That's probably about right.
