Is any way to password protect a whole folder like movies so the kids have to ask first?

Yes, but that blocks it completely, which isn't quite the same thing.

 

Not sure what a passcode could achieve that you couldn't achieve by simply having the parent log in to their account, though. The only circumstance I can think of for either option is for something you're okay with the kids watching only with an adult in the room.

The access should reflect access by emby as well.. but it would be worth a shot.
