In theory you can use a browser and never require Premiere, but dependant on the features you wish to use in Emby. Like Emby DVR, Hardware Transcoding or device specific client/apps. https://emby.media/premiere.html

There are extended plans if you plan to exceed the standard license key. It is difficult to give specific answer since a device that is using a premiere slot will be removed from that slot after x days of inactivity.
