Hi ,have you installed Emby Server on your PC?

Have your Xbox connect to your Emby server with both being on the same LAN.  Your phone acting as a wifi hotspot is not a relevant piece of information.

I currently have my phone tether to join my xbox to my emby but the quality of the wifi of the phone is very poor and short range. my content keep buffer/loading forever i have connected a lan cable from my pc(server) to my xbox im having trouble to get it to connect to emby

Are you connecting your Xbox and your server computer directly to a router?  I'd expect at least two Ethernet cables in that case, but it sounds like you're trying to directly connect a computer to your Xbox (you said you connected a LAN cable from your server to your Xbox).  You need to describe the layout of your network.  Start with your modem, your router, any network switches, how the Xbox is connected to the router or switch, and how the computer is connected to the router or switch.

Why not just get a router?

When you connect these devices via LAN together you are manually configuring all the network information, correct?

I doubt this is likely. Having a router with DHCP enabled would simplify things ... but without that manual configuration is required. What the original poster needs is a static local IP address for each device.
