Access Control Both Include and Exclude

Right now we are able to either exclude a user from a tab, or include them. But not both at one. 

 

In my case I want to exclude people from a tag for Media.

 

But also Include the same user for a tag for a playlist. but that is not possible. 

Being able to do both would be helpful..

I could but then it would not work.

 

I have a tag "No" I add movies to this my wife wishes not to see. So I exclude them from her view. Same with my grandma.

However I would like to be able to include playlists or other things to those same users with a tag. Hope that made sense.

Since parental controls only excludes items, why don't they see the other things already?
