Bizarre UI differences between identical systems with same versions

I went into the other room to stop playback on a stream that for some reason the console doesn't give me the option to stop remotely (?)  and when I moved the mouse, the pause and reverse/ff controls were large and in the center of the screen.  I checked the version and it's 3.0.9, which is the same version I use on every other device, where the rw/pause/ff icons are down in the bottom with the rest of the controls (where they're supposed to be, and where I want them to be)

 

What gives?

Aaah, I see. It is a Surface Pro 3, so yeah.

 

Is there a way to disable this UI change on touch-enabled systems so I can have things be uniform?

We shouldn't activate it in tv mode.

The system is hooked up to a tv via hdmi.

Ok then assuming you have the app set for TV display mode, then this is fixable. Thanks.
