Closed Caption not synced

Many of my videos (maybe all of them) have downloaded CC through Emby but the CC is not timed with the video.  The CC appear about 1-2 seconds before they should, consistently, every time.  Kodi has an adjust feature that will time-shift the CC forward or backward up to 30 seconds. Is there any way for me to modify a setting or even each CC file so they sync better?    When I looked at the CC files they seem to have a timestamp for every caption, modifying each timestamp is unreasonable. Is there a 'delay by 2.0 seconds' setting I can add to the beginning of each .srt file?

You're talking about subs not closed captions. And there is a way to change the timing. But you will need to use an mpv.conf. And then you can use --sub-delay
