Im sure I have come across these answers before but I can't remember. I have a lot of cable channels that just look bad or are 720p or 1080i. Most of these channels are the ones I commonly watch. Will MPV upscale these channels and make them look a little more sharp, and does emby for Android tv include mpv as a player option? If yes, how would I configure the scaling algorithms on a shield.

Up-scaling a bad image will only accentuate the artifacts. It also takes extra processing power, which Android devices don't have much of. And mpv was recently removed from the Android TV app. Soooo... not really an option, unless you side load it and use it as external player. You'll need a keyboard to configure it.

Come to think of it my problem probably has more to do with artifacts in the picture than low resolution. The Same videos look quite a bit better with madvr than ET MPV. I'll have to just connect my shield to my bigger tv and see how things look with the built in player. Do you know of any changes I could make on the server side that might improve picture quality? For instance I allow the tuner to transcode at the moment. My cable is mpeg2 so i think everything direct plays but I wanted to give that scenario as an example.

You might want to try doing the interlacing on the server side. There is a setting in the Android TV app for that. Also make sure that your have refresh rate/display switching enabled to force the scaling to happen on the tv rather than the Shield TV

I hooked my shield up in the tv room and changed those settings. Things look a little better but I won't know for sure how I feel about the pq until I watch some TV on it for a few days. It still doesn't beat madvr but this might be close enough

I changed the settings for interlacing and refresh rate switching. These gave me some improvement but I think I still prefer my windows direct show player. I tried emby theater with mpv but the remote support isn't where I need it to be just yet. I would love to repurpose my htpc into a steam server so I guess I'll just have to weigh my options. I wish my cable company would send me a cleaner picture because then it would be a much easier choice.
