Create a user using the API or modification of users.db

I'm new (well an old client but recently returning to the flock)

 

I'm looking for some help to create a new user using the API or alternatively a method to backup the server edit teh users.db (create/import from CSV or SQL) a bunch of new users.

 

Has anyone done this before?
