Emby locking HDHomeRun tuners

I have been setting up Tvheadend DVR server on one of my devices.  Every time I do a clean install, it can't access my HDHomeRun tuners, because Emby has them locked.  I have to shut down the Emby servers in order to install the Tvheadend server. 

 

Even after I get Tvheadend server installed, and go to play a live stream, it say no tuner available, even though none are being used.  Emby is locking them up so no other TV server can access them.....

 

When I use Emby, no problem, but when I use CoreELEC/LibreELEC OS and Tvheadend client, I can't watch TV.....
