What I've seen in your log is that your onboard Intel GPU is detected for hw acceleration, so you should be able to use that at least in case you won't find another solution.

I am very pleased to announce that 398.11 both passes through HDR properly AND has enabled the option in Emby to select the 1060 for encoding.

I did a quick test and the CPU is around 30% usage and GPU 35%. So that is much better. Thanks boys!
