Question about my router

So I'm having an issue with my new windows server, whenever I try to connect remotely it gets refused. I have remote connections checked, I have my 8096 port forwarded to my server, but it still refused the connection. Why might this be?

None of the steps in the guide were the problem, it must have been my router since I restarted the gateway remotely and it is now working fine.
