Way to localize config.html test in plugins?

A friend in Germany sent screenshots of the Philips Hue plugin config page.  It struck me how out of place it being in english was,

Is there currently any mechanism, short of having a different plugin for each language supported, to localize the html text?

I'll write up some documentation when this goes stable, but the next beta server will support this. The simplest example to refer to is the fanart plugin:
