How does Emby Server calculate max bitrate?

When I'm outside my local LAN videos are getting transcoded because Emby says they exceed the DirectStream limit.

I check my server logs and this is what I see:

What is "max bitrate" and how/where is it calculated/set?

 

I have checked everywhere in my setup and other than under user settings the only other place I can find a bitrate setting is under Advanced settings and I have Internet streaming bitrate set to 30Mbps not 7Mbps but for some reason Emby server keeps using 7000000 (ie 7Mpbs). My only solution is to change the Android client Internet quality setting from Auto to a really high value than when I playback the same video Emby server seems to honor the limit I've set for the user. Once I do this in the logs the "max bitrate" is the same as the value I've set for the user. Is it possible that Auto = 7000000 in the Android client?

The mobile android app uses android api's to get estimated bandwidth values. It will not always be perfect, so that's why it's there to customize if you need it.

Based on the values you posted, it looks like the app is not on auto detect but, rather has been set to 7 Mb/s.
