Can you browse and open the files on the device? Does it have usb ports, and if so can you access files on a thumb drive from the file browser? (if it exists that is) The reason I ask is it may be possible to put the apk on a flash drive and install it that way. /edit I don't mean to offend, but experience and lots of time on reddit prompts me to ask: Does your treadmill have an internet connection?
