Unable to play Live TV on Kitkat

When I try to play live TV on my KitKat android head unit in my car, it simply kicks out an error and returns to the previous screen. Basically what is happening is that the server is ignoring my bitrate limit, attempting to direct stream, and then what the connection is too slow, starts to transcode, but the problem is, the video player kicks out and error once it fails on direct stream. I know this, because I watch the server activitiy and if I have REALLY good 4g connection it will direct stream for 20-30 seconds and then drop out and when I check the server it is NOW transcoding to my lower bitrate. Why is the server trying to AUTO detect my bitrate when I am prescriptively telling it not stream more than 1 Mbps?

There were some reports of the server bitrate setting being ignored around the 3.5 timeframe. At the time I did not believe it was actually true, but rather investigation revealed that probing the live stream was unable to determine the bitrate. There are improvements to this in 4.0+.

Same issue on 4.1

 

In fact now if I set the bitrate to 4mbps it will automatically transcode to 1.5. Other times it will direct stream. I've even had one of my Roku users have the same issue. Sets the bitrate to 6mbps and get anything between 5 and 1.5. It's almost as if it sets a bitrate ceiling (when it's not direct playing) and then auto adjusting for instantaneous bandwidth.

You can see the bitrate being set and then the actual bitrate being a fraction of what was set.
