HEVC pauses every couple of seconds

Tried to watch a movie and it would pause every couple of seconds, looked at the server and it was switching from direct stream to transcoding over and over.

That's just a single ffmpeg log that covers almost 2 minutes of what looks like successful playback.  Only the audio is being converted.  Were several of these created?

using the Samsung app and I tried using the web app as well

Can you try lowering the quality setting in the web app?
