Move Camera Upload to a plugin

Could camera upload be moved to a plugin similar to port mapper and dlna? Not features I use so would like the option to be able to remove if possible

At the very least a bit more control would be nice. Currently there doesn't appear to be a way to prevent users from using the feature.

I don't necessarily want anyone uploading anything to my server, but aside from telling them not to, there doesn't seem to be a way to prevent it.
