Windows 8.1 Tile - Have open start and click MBT tile twice to launch

I haven't had much time on my hands to play with MBT this past year, but I have noticed recently that the program won't open from Windows 8 Start menu unless I go back into Start and click it open a second time. Happens every single time and always works on second click.

I've noticed the only time MBT does that is with updates. If its up to date it opens on the first click, but if it has a pending update, or failed to update properly, it takes 2 clicks to open, until its up to date again, then goes back to 1 click.

I see that now, MBT never finished updating for some reason. I just downloaded a fresh MBT install file and now everything is up to date and working smoothly
