New Comskip version

It's been almost 2 years since there was a new release to the "donators".  But about a month ago there was one.  For those who use it, or would like to, this is what was added:

- process h.264
- process wtv files.
- process multi threaded
- Process in lowres for even faster processing speed

Basically speedup and H.264 support.

I honestly thought the project was dead since it had been so long...Glad to see Erik is back.

There are problems reported with that version. On Windows Server 2012, I get error: "The program can't start because api-ms-win-core-libraryloader-l1-2-0.dll is missing from your computer. Try reinstalling the program to fix this problem."

It sounds like I am not the only one having issues with this version. Several reported the issues in the comskip forum, and the author indicated that he may not be able to fix this.
