quicker access to my downloads/offline mode

When the android mobile app first starts and there is no server to connect to (which, If I'm outside my home is sometimes the case), accessing my downloads takes a long time as it seems I have to wait for the app to finish looking for my server (If I turn all my data off it's very quick but I want to keep my data on).  Is it possible to show the my download option a lot sooner?
