Certain Live TV Channels Do Not Play - Just Spin

Fire TV with 4k devices appear to have trouble streaming certain live tv channels connected remotely.  When attempting to tune these channels, we get a black screen with a spinning wheel.  The server dashboard shows we are direct streaming, but no stream ever displays.  We tested 3 channels.  2 channels did not work, 1 channel did.  They work fine when I stream the same channels to my android phone.  Log files are attached.  Thoughts?
