Background Fanart on Home Screen

Is there supposed to be fanart in the background on the home screen when I "highlight" a particular show or movie?

 

It seems like there used to be or should be.

 

I am running the current release on Fire TV

I have the option checked. Backgrounds are not showing on homscreen or in any of the libraries. Backgrounds do show when I go into a specific movie, a specific TV show, an album or an artist.

I have this enabled as well and it’s very hit or miss on if a background will show or not. I do get a background sometimes but more often than not, nothing.
