Hardware Transcoding Intel stop working after last update.

Notice it's falling back to software encoding.  I Know it worked with 3.5, and 3.6 betas.  Not sure about 4.0.0

Try installing the latest graphics drivers for your hardware and then rebooting your machine.

Figured it out.  I had to have a monitor hooked up to the gpu.  It was a headless machine.  I used a hdmi dummy plug and now it works.  Thanks.
