No Hardware decoders to choose from

I wonder if you can tell me what is wrong when I cannot choose any hardware decoder according to attached image.

What is you server hardware?

I am running Windows Server 2016 on an ASUS board (Asus Z87 Pro) which has an integrated Intel HD graphics 4600 chip. Also attaching server logs.

do you have intel drivers loaded for the cpu's gpu?

 

do you have a monitor attached to the motherboard hdmi output (monitor does not need to be on just connected)

 

if the iGPU enabled in the bios - Z87 is quite an old m/b but i have a z87 with i7 4790s cpu on 2012r2 - with intel drivers and it works fine with Emby
