I'm the only one with this issue I'm assuming?

do you have any other devices available that you could use to test this with and compare?

I've tried with my note 9, note 4, S7 edge and a BlackBerry Keyone. Same result. Clearly my encoding type is to blame but only for android and only for the embedded player. VLC is perfect.

Can you provide a sample video for testing? thanks.

I guess not?  When I cut down the video using the option not to mux at all (so it should preserve all the video and audio codecs) the video doesn't stutter at all.  In the specs when playing its identical to the full file in every way, but no stutter.

I'd have to have you play the entire movie file.  I'm trying different MP4/MKV editors to find one that outputs a file that isn't modifying whatever this is modifying.

I'll keep my Plex server spun up for local android playback for now.  Unfortunately its what I watch movies with the most.

That's interesting, so then what are the differences before and after?

Not sure. The bitrate seems to go down but that's it.
