Top of screen flickering line

I have an emby server that records antenna programs from a Hdhomerun. On some programs, I see a flickering horizontal line on the top of the screen only, might be a few pixels high. I believe on some TVs, what you can do is adjust the picture up a few lines or other settings and you are fine. My 5 year old Samsung TV does not have this feature sadly.

 

So, is there an adjustment that can be made in Emby? Hdhomerun? Just annoying.

I guess this would require some kind of cropping setting, but no, we don't currently have this.
