4K UHD Streaming Buffering Issues

I am having issues with buffering when watching 4K UHD content.  I have enclosed a log file as requested.

There are improvements coming the next server release but to me it would appear the server just doesn't have enough power to convert HEVC fast enough.

Hi, what kind of machine is this?

It's a desktop computer running Windows 10.  The processor is an Intel i5-4690K @ 3.5 ghz and 16gb of RAM.  When i'm transcoding, it seems to only use about half of the processing power and less than half of RAM.
