Player controls for Android app on Dashboard; just like Web GUI

The Dashboard in Chrome Web GUI shows a 'thin' player control and media playing at the bottom of the screen...on the Dashboard; would be nice to have the same on Android.

Yes; so for example I'm playing a movie, and casting it from the Emby Server using the Web GUI on my laptop.

The Dashboard for the web GUI shows a player at the bottom of the screen in Chrome...I would like the same control to show in the Dashboard on my Android Emby app.

Ok, Chromecast is currently an exception. It can only be controlled from the app that you're casting from. But for other devices, you can access the Emby server dashboard from inside the android app. Just click your user icon in the top right, then server dashboard.
