15 device limit - why?

I have a large family and most just use the one device but how easy is it to hit this 15 ddownloader.vip/ccleaner www.happywheels.vip vlc.onl

 

evice limit. Doesnt matter how may streams or users but if one user happens to logon with 15 devices then you have issues? trying to understand
