budget/revenue dispaly

I thought we had this before but I recently noticed that the budget and revenue values in the web client no longer have any formatting.

 

It's really hard to figure out quickly what $124567890 really is without commas/periods.

 

It would be great if the formatting could be added back. And maybe since there is a major push for localization the formatting can take into account local formatting. (If using JS formatting then I think most will automatically)
