Internet Streaming Bitrate Limit question

Perhaps I am not understanding this feature in the settings.  It states:

 

 

 

An optional per-stream bitrate limit for all out of network devices. This is useful to prevent devices from requesting a higher bitrate than your internet connection can handle. This may result in increased CPU load on your server in order to transcode videos on the fly to a lower bitrate.

 

From my understanding, any external (WAN) connected devices should be limited to whatever you set this to correct?

 

I set this to 10 Mbps, however when I tried to load emby externally via web page, The quality is set to 60 Mbps.  Shouldnt this be upper capped to 10 Mbps per this setting?

It is capped. Why do you feel that it isn't?

The Server sets the cap. The Client app can be set for more but it will not receive it.
