Syncing Conditions Possibly Unmet?

I've been having some inconsistencies with syncing to my devices that I'd like clarification on if possible.

I sync media to my dinky fire tablet for use at work, and if I set it up to sync before I go to bed usually it completes

before I wake up. 
Lately though, I can see the task in the dashboard, but it says waiting to transfer/or transferring, but it just sits at 0%

If I go to scheduled tasks and manually tell it to sync it finishes the job in under a second, but the task still sits in the sync section at 0%

 

It doesn't appear to have any battery percentage requirements, or locale, (I've successfully synced a show from home to work in the past) so I'm not sure what is causing my hangup, but I'm betting it's a ID10T error on my part.

I don't care about file size, I just want the file to be where I want it to be. I've tried converting to lower bitrate, and keeping the same, but the issue still sits at 0%

 

I attached I log that I copied from the dashboard ui to a notepad since I am not at my server, I hope this is sufficient as a log.

Well doc.....

 

I have a convert and replace trigger set up and it activated at 930pm ET 11/7/18. I happened to be monitoring the dashboard and watched it trigger.

If I understand the process that is similar to the sync, even though it's to the same device. 

Right now the file in question has converted, but is sitting at 0% transferring.

 

This is the 2nd time I've declared an attachment, yet no attachment.

Attached, (pretty certain) is my log from tonight.

So you haven't actually downloaded anything to the device yet?

Correct. I'm unable to at this time. I have not attempted to stack another download on top to sync to the Fire tablet but I can try.
I thought the convert .ts to .mp4 constituted as a download since it works in the similar fashion, only the desired destination is still on the server, instead of an external device.
