Media server: Chrome 69.0 (The only non-working device Desktop: Chrome 69.0 Android tablet (for streaming to chromecast): Chrome 69.0 Android phone: Adblock Browser 1.4.0 and Chrome 69.0 ios phone: Chrome 69.0

Can you try obtaining some media that can be direct played by the browser (like an mp4 with h264/aac) and see how that performs?

Another possibility is the server machine has just enough horse-power to transcode but not enough to also playback video while it is transcoding. Can you try obtaining some media that can be direct played by the browser (like an mp4 with h264/aac) and see how that performs? I will try this and get back to you about it. Maybe not tonight as I would have to go through my library looking for it.

That's a big assumption that is not necessarily true. Tablets are modern devices designed for video playback and fast graphic performance. An old, under-powered, desktop could easily have much worse graphics performance than a tablet.

It also happens when opening the mp4 directly through chrome. So my next question is there a way to configure Emby to use VLC as playback rather than Chrome?

That doesn't really make any sense. The server doesn't have any player. Do you actually mean the web app (playing in a browser)? If so, that is usually not possible.
