Aha @@Luke @@ebr got to poking around on the old Google box and found someone having a similar problem in a different forum. Someone suggested it could be the IVP6 connection causing this situation. Having read about IVP6 issues before I knew this was possible but not having it ever happen to me personally I forgot about it. Well some more reading revealed synology comes with IVP6 set as auto by default. Anyways we got rained out this evening at work so I came home and looked and sure enough it was set to auto. Set both lines to off, rebooted the NAS and now I can see and install plugins. Thank you all for the help.
