How to create Playlist library

I was wondering if any of you, knows how to recreate the playlist library, the one that shows automatically in your home screen when you create you first playlist.

 

I deleted a long time ago and now I want it back, I already tried moving out all of the playlists, restarted the server but it didn't work.
