Video quality poor/blotchy for outside users

Hi,

 

I have an issue for other users , outside my home network saying playback is very poor - distorted and blotchy, not crisp and clear as before. I am not aware i have made any changes, in fact i know i have not changed anything. 

Any help as to what to do would be appreciated?
