Latest Downloaded Videos - can't scroll

When I navigate down to a video and start playback, then exit back out to the "Latest Downloaded Videos" listing the screen will no longer scroll up or down, although it will rotate if I change orientation of the screen.

 

If I navigate down to a video details page and then return to the list (without starting playback) then the list will scroll.

 

This is version 3.0.00 on Oreo 8.1.
