Android Offline Sync/Download

Alright, I'm rocking a Samsung Galaxy S8+ & up until a few days ago, I had a good amount of things downloaded to my device. Out of the blue, I downloaded a file & it downloaded close to 10 copies of the same file into my device, and deleted the rest from my offline downloads.

 

Now, I go to download something and it will get about half way through & then stop for a moment, and then try to install it again.

 

How can I fix this? Is this a bug in the system or a personal device issue?

 

Any help is appreciated.

 

FYI = Fixed my iPad issue from last night (unsure how.)

 

EDIT: I have been able to download something at 1.5gbps and it goes through, but when I attempt to play it with no wifi or data connection (like on an airplane), It just glitches out and returns to me the Server Select screen.

I have 2.9.99 and can confirm the same thing is happening to me never finishes syncing shows creates multiple coppies.
