MB3 Startup after Server Restart

So I've been using MB3 for about a week now and everything is working great. I have MB3 setup to run server at startup. when my server starts up there are two minor annoyances:

 

1: Windows dialog box open requesting permission

2: Web browser opens to the MB3 initial setup (mind you the server is already setup)

 

I suppose my question is if this has been identified and if there's anyway around it.

It thinks you haven't completed the start up wizard.  Click all the way through it.
