Why do you feel Emby is downloading anything? I use MCM for everything and Emby only reads what I provide it with, all savers enable. Edited May 31, 2018 by Happy2Play

Dashboard-Library-Select each library-enable Show Advanced setting-scroll down to Metadata Saver (I guess you can disable almost every option also) Assuming you are on current server version.
