FYI, I was finally able to find a reliable, linux based, cloud backup service.  If anyone is interested/looking, Backblaze now has integration w/ Duplicity (as well as their own Python CLI interface), is offering 10GB storage free, and charges $.005/GB/month for storage over 10GB.  Fully encrypted with decent up/down speeds.  The setup is fully documented, but if anyone has questions, hit me up.  They also have clients for Windows and OSX, obviously.

Not entirely sure.  I believe Duplicity is just a wrapper around rsync, so maybe google around to see whether rsync does.
