Dreaded Playback Error - No compatible streams

I've been plagued with this issue for the past month or so.  It looks like it's only on my mobile device.  My home devices and even my wife's phone seem to work just fine.  Am I missing something?  Here are some log files with personal info redacted.

 

I'm assuming this issue has something to do with mono from all the info I've read here so I've also included mono -V from my jail.

Also I've read it can be an issue with the mobile device so for clarity I'm running a Samsung Galaxy S8 on a custom Oreo OS.
