Not going to find one since qsv doesn't work on Ubuntu or CentOS.  Use VAAPI, which is supported and works well, and is well documented all over the internet.

I previously used Ubuntu + gtx1050ti for video transcoding 4Khevc 10bit the effect is not very good Caton is only 30FPS so want to use QSV to try the effect

There isn't much to it other than make sure your hardware supports it, and then enable it in Emby. You should also make sure windows is up to date as well as your graphics drivers.
