E-mail plugin not honoring notification settings

I have the E-mail plug-in installed and have selected to not receive emails when new content is added.  I am receiving emails when new content is added. 

 

Seems like a bug? I'm using it with a Synology.  I noted it on the OS X version awhile back, but decided to stop using the plugin at that time.
