Web App downloads pause & fail

hello,

When I start a download via web either local or external the download gets to a random percentage then pauses, attempts to resume result in the download starting from the beginning again.

 

Server on xubuntu, client Android Oreo 8.1, lots of free space on device.

I log in using the web browser, chrome, go to the video and select download.

Can you try a small download, such as a song?
