Can't modify local http port

As of version 3.3.0.0 I'm unable to modify the local http port in emby server.

I've reinstalled emby since the previous version, however I do believe it was working just fine then. Every time I attempt to change it to port 80 and save, it resets to port 8096. In fact I cannot change the local http port to anything at all besides 8096.

Some additional information, since my reinstallation of emby I've also done a clean install of windows 10 and am fully updated. I've also tried disabling my firewall, my antivirus, and running emby server with elevated (administrator) privileges.

EDIT: Additionally when selecting require https for external connections, I get the following when trying to connect to my IP address along with a this site can't be reached. B5GH94w.png, note my public https port is 443, not 44396. I thought it was a cache problem so I cleared it, I also tried on my mobile device and received the same issue. Removing the 96 loads up my server just fine.

EDIT: I've tried changing the public https port to something else entirely, restarting emby server and I'm getting the same exact problem, it's as if it's locked to port 44396.

It resets because it's unable to gain authorization in your environment to use the new ports.

I'm not exactly sure how to gain authorization, I've tried running server with administrator privileges and disabling firewall/antivirus. Perhaps there's something about this I'm misunderstanding.

Windows 10 Home, fully updated

EDIT: There seem to be a few errors when I attempt to change the local http port, the log is attatched.

I just installed emby on my personal laptop to test and can confirm I was unable to modify the local http port on my laptop as well, which lends me to believe it's a problem with the emby server. Both are running windows 10. This laptop has had emby on it in the past, but was uninstalled a while ago, if that makes any difference.

Are you running it as administrator? I know windows has a thing about binding to non ephemeral ports if you are not doing the run as administrator thing.

Yeah, I've tried running emby server as administrator, no luck. I was able to change the local http port back in version 3.2.70.0 so I suspect it's something with this latest version, as I've also tried it with my personal laptop with same results.

There is an issue with the UI saving the value after the change, and we'll resolve that, however i was able to change the port manually in the server config file without any problems.

Where is this config file? I'm exploring nginx and running into a similar problem where nginx and emby both want to listen on my public port. Can't change my local port.

I've been digging around the AppData/Roaming/Emby-Server folder and can't find the config file that holds port information.
