Did you try asking your user to increase the in-app quality setting?

So I got my brother to lay the same on his xBox but I set his up with playback at 1080p 8mbps So as Paul’s is on automatic If I get him to change automatic to 1080p 8mbps would that rectify it?

Yes if that file is under 8 mpbs then setting the quality to that should allow it to direct play.
