300ms Audio Delay

I am playing EMBY using the app on an Amazon Fire stick.  The optical output from the TV goes into my decoder, which is passing AC3/DD5.1

 

I am experiencing a 300ms delay (audio running ahead of video)  between picture and video which is affecting lip sync.

 

Is there an option to insert a delay between audio and video at the server level - I certainly couldn't see on in the interface, but is there something that can be inserted in the config XML files? I have installed the latest beta of the server to see if this fixed the issue.
